Social Democrat MEP Ioan Mircea Pascu recommends to "the Health minister and his friends in the Finance Ministry" that besides the fast-food tax, they introduce a tax on marital and extramarital sex, called the "tax on happiness."
 
 
The former defense minister first refers to the Health minister's suggestion to tax fast food menus, sodas and sweets, which he labels as "idiotic." This is why he puts forward another proposal:

"I suggest that the minister and his Finance friends introduce another tax on marital and extramarital sex - we could call it "tax on happiness," for not all sexual activities are depraved so as to be included in the "vice tax" - a tax with clear enforcement rules, monitored by special commissions and carefully selected citizens (possibly only from the ruling parties), in order to support programs destined to prevent the spread of venereal disease ("technical" matters, if those necessary will be purchased by tender or direct granting, will be of course decided by "specialists")," Pascu writes ironically on his blog.

The MEP adds that thus, "Romania will be able to take pride in having the smallest number of sexual transmitted diseases in the entire European Union."

Pascu was defense minister in the Adrian Nastase cabinet, between 2000 and 2004. His term is connected to Romania's joining NATO in March 2004.

He has been a Euro-Deputy elected on PSD lists since November 2007. He is also vice president of the foreign affairs committee and member of the Delegation for ties with Japan, re-elected on the post in June 2009.
